All major tourist attractions are outside of Pattaya and Jomtien, reachable by taxi or car. Many attractions offer transport included in the ticket price. Places, such as Cartoon Network Waterpark, Floating Market, Nongnooch Gardens, are all on Sukhumvit Highway. The beach is about 20 minutes walk and local shops and convenience stores and restaurants are about the same distance. If you don't mind a short walk then a car is not necessary. Also, it is easy to book a taxi with my staff in reception by using the private phone in the villa.
