There is a train station at Filey and the taxi rank outside will get you to "The Bay" for a fixed fee. The Coastrider bus service to Bridlington is very regular during summer. From "The Bay" when the tide is out you can easily walk to Filey, in fact you can eat fish and chips and walk back if you time it right. Once on site you don't need a car, unless you want to go to Bempton to see the seabirds.
