Fly to Faro. Vilamoura is a 20 minute journey from the airport. Edificio Mercurio is very central in Vilamoura.
Cheap flights are available from all major budget airlines from all over the uk and ireland.

Local taxis are available- Fare around 30 -40 euros depending on time of year.
