The North East Brazil / Ceara region
Cumbuco, in north east Brazil is probably the best place on the planet for kite surfing with very good steady trade winds from June to March every year.
A small fishing town of a few hundred local fisherman and seasonal kite-surfer's searching for winter sun, wind, cheap living and a safe place to hang out.
Fortaleza / Cumbuco area
With the city of Fortaleza only 30 mins away by car or taxi you have the best of both worlds, a quite calm and safe place to locate yourself for your holidays and then the shopping and nightlife of the city close by. Cumbuco itself is great for kitesurfing or windsurfing, beach buggy rides over the endless sand dunes, sandboarding and fishing.

Nearest international airport is Forteleza (FOR) you can fly direct from Lisbon with TAP airlines or from many other european cities. Also from north America you can with Delta airlines and Tam airlines.
